The authors of the guide studied research, looked at their own experiences, and took testimony from state, district, and school officials, focusing on three ideas: assessment and accountability should contribute to and support high levels of student learning; a system should be developed with components at different levels, such as classroom, school, district, state; continuous improvement should be the focus of the system at all levels. The report also looks at the link between standards-based reform and assessments, accountability, instruction, and learning. They developed the practical guide under the belief that standards-based reform must be linked to these other areas. An "education improvement system" was developed to include teaching and learning. The system must rely on high quality information for everyone involved, from students, to parents, to policy makers at all levels. |
