The authors of this report discuss how goals of common standards can be linked with individualized education. Policy and practice issues are analyzed for the purposes of including students with disabilities in participation of standards-based reforms. The report is organized around four "framing" questions. The questions address such major ideas as educational standards, curriculum, assessment, and accountability; the evidence that supports those ideas; the similarities and differences between standards-based reform and special education; and necessary changes in policy and practice. Recommendations from the Committee on Goals 2000 and the Inclusion of Students with Disabilities were accepted under two principles: access to challenging standards should be given to all students, and accountability for every student's performance should be held publicly by policy makers and educators.
