Sometimes in an IEP meeting the parents and the rest of the team disagree, commonly about whether the child needs a certain service or how much a service is needed. When the parent requests a service and the district refuses, describe exactly what should happen next.

First, the district should not convene additional meetings or have endless discussions in an effort to reach consensus if it is clear that neither district personnel nor parents will ´give in´.
Second, the IEP team should not vote on the issue.
Third, the district should provide parents with written notice of (1) their refusal to provide the service the parents requested and (2) the district´s proposal (e.g., what service, how much service) and (3) the district´s reasons for refusing the parents´ requested service.
Along with this notice, the district must give parents a copy of their rights so that parents understand that they have the option of requesting mediation or a due process hearing if they disagree with the district´s proposal.
If the parents choose not to request mediation or a due process hearing, then the district´s proposal should be implemented.
