Yes, educators generally follow this ruling. The teachers in my school genuinely try to develop IEPs that provide services designed to ensure that a child with a disability will pass regular education classes. Special education teachers work closely with regular education teachers so that children receive the modifications and accommodations they need to be successful in regular classes. Children receiving special education services rarely fail their regular education classes. Teachers in my school really care about kids.
No, the educators in my school aren´t even aware of this ruling. It´s a struggle to even get regular education teachers to accept students with disabilities in their classes let alone get them to provide any modifications or accommodations so that a student with a disability can succeed in their class. Regular education teachers say that students with disabilities shouldn´t be placed in their classes unless the students have the skills to be successful with the same level of support that students without disabilities receive. They want me, the special education teacher, to teach these students the content and to help them with their homework. I´m not an expert in all subjects. How can I be expected to teach science and social studies and health and all of the other course content to my students?
